An Education Partner for Apprenticeships

In California, every registered apprenticeship is required to have a Local Educational Agency (LEA) that partners with the program sponsor (supporting organization for an apprenticeship program) and Division of Apprenticeship Standards (DAS) on the education piece of “Earn and Learn”.

The CLPCCD LEA Advantage

LEAs are usually a local adult school or a community college. We believe there are several advantages to partnering with a community college, and, in particular, with the Chabot-Las Positas Community College District (CLPCCD). CLPCCD’s Role as an Education Partner

An LEA is a public education agency authorized by law to provide Related and Supplemental Instruction (RSI), the classroom-learning component of apprenticeships. Chabot-Las Positas Community College District (CLPCCD) instruction can be provided at the program sponsor’s training facility or on the Chabot College or Las Positas College campus in Hayward or Livermore.

As the LEA, CLPCCD ensures that curriculum and instructors meet California community college standards, enabling apprentices to receive college credit. CLPCCD also tracks and reports apprentices’ instructional hours to the state as part of the apprenticeship requirement.

Services and Benefits

The CLPCCD apprenticeship team and colleges work alongside program sponsors through program evolution, curriculum development, and ongoing instructional operations.

Free College Credit for Instruction

Whether a program lasts 18 months or five years, CLPCCD can help develop college-level courses. There is no cost to the apprentice or program sponsor for apprenticeship-course tuition and fees.

Certificates and Associate Degree Pathways

In addition to final journey-level certification, CLPCCD offers mid-program Certificates of Achievement and Certificates of Completion as benchmarks of apprentice progress and completed coursework. The district also develops pathways through which apprentices may earn an associate degree after completing their program.

Management of RSI Funds

California offers reimbursement for costs associated with qualifying apprentice classroom instruction. CLPCCD processes those funds and reimburses programs based on enrollment and instructional hours completed each semester.

Ongoing Training Partnership

After a program is established, CLPCCD continues to work with sponsors on curriculum updates, instructor training and review, and continuing education for post-journey-level training needs.

Working at the Speed of Business

CLPCCD apprenticeship staff have experience creating and maintaining apprenticeship programs. They serve as consultants with the colleges and help sponsors understand curriculum development and college admissions.

Statewide Presence

The legacy source states that LEAs are no longer required to be geographically close to their programs and that CLPCCD represents programs throughout Northern and Southern California.

Changing Education Partners

California-based apprenticeship programs can choose an LEA located anywhere in the state and are not limited to education partners in their geographic area.
